Governance framework

Our governance structure supports effective corporate governance. It is fundamental to the achievement of Youth Justice’s Strategic plan and supports our contributions to the Queensland Government’s objectives for the community.

Our corporate governance arrangements are based on the principles of best practice outlined in the Public sector governance: Better practice guide, the Australian Public Service Commission building better governance guide, and the Australian National Audit Office.

  • The Board of Management is our principal strategy-setting and decision-making authority and supports the Director-General as the department’s accountable officer to ensure we implement an appropriate governance framework.
    The Board ensures activities align with and achieve government priorities, and drive progress towards the department’s strategic objectives and vision. The Board also serves as the Youth Justice Work, Health and Safety Committee.

  • The Audit and Risk Committee provides independent assurance and assistance to the Director-General on:

    • our risk, control and compliance frameworks
    • our external accountability responsibilities as prescribed in the Financial Accountability Act 2009, the Financial and Performance Management Standard 2019 and other relevant legislation.

Board of Management

Informed by youth justice sub-committees

The Board and its special purpose sub-committees support the Director-General in the effective discharge of legislative accountabilities. They also provide opportunities for developing leaders to promote a performance culture and facilitate relationship building and communication.

The sub-committees support the Board in its strategic leadership functions, monitor performance, and identify and implement business improvement opportunities in their key areas of responsibility. The committee structure establishes the overarching governance framework for Youth Justice, allowing for a strong and integrated approach to planning, performance and risk management.

  • The Demand and Resources Committee provides advice to the Board of Management as it relates to the impacts of demand and trends on the department’s services and system performance. The Committee oversights the allocation of Youth Justice resources and service responses to meet current and future demand.

  • The People and Culture Committee provides advisory services and assurance to the Board if Management that the department is meeting its people, culture and safety obligations under legislation including the Public Sector Act 2022 and the Work Health and Safety Act 2011 and directives, codes of practice and policies that it is required to comply with. It also oversights the implementation of the department’s Workforce Strategy.

Internal Audit

Internal Audit function is a key component of the department's overall governance and accountability structure. Internal Audit provides independent, objective assurance and advisory services to the department and the Audit and Risk Committee  that is designed to add value and improve the department's operations.
